I would like to inquire whether the swivel spout of this faucet can be locked in a fixed position, or whether it rotates freely through the full 360° range at all times without any locking mechanism.

The spout rotates freely through the full 360° — there is no locking position, it just swivels around as needed. For most sink setups that works perfectly fine, but if you have a specific reason for needing it fixed, it's worth keeping in mind. The ceramic cartridge is a nice bonus and comes with a 5-year warranty, so the internals are well covered.
